Brandon Hinton began his career with Henrico County as a Budget Analyst in 2003 within the Office of Management and Budget (OMB). He received progressive promotions to Budget Supervisor and was named Director of the OMB in May 2012.  In July 2016, Mr. Hinton was appointed Deputy County Manager for Community Services. In February 2018, Mr. Hinton was named Deputy County Manager for Administration. Currently, Hinton has direct responsibilities over the Departments of General Services, Information Technology, Mental Health & Developmental Services and the County Manager’s Office support staff.  He directed the education and outreach efforts leading to the county’s successful 2022 bond referendum.

Mr. Hinton earned his bachelor’s degree in business administration from East Carolina University and his Master of Business Administration from Virginia Commonwealth University. His professional affiliations include the Virginia Government Finance Officers’ Association and the Virginia Local Government Management Association.

Sheila Minor joined Henrico County in December of 2021, continuing her twenty-five+ year career in Virginia local government finance.

Prior to joining Henrico, Sheila served as Director of Finance for several localities including the City of Colonial Heights and Prince George County.  She also served as a contracted accounting and financial consultant and interim finance director for multiple localities and school divisions across the Commonwealth, having owned and operated her own consulting firm.

Sheila is on the board of the Virginial Local Government Finance Officers Association, the VACo/ VML Pooled OPEB Trust, and the Government Finance Officers Association Women in Public Finance Committee.  .

Sheila earned a Bachelor of Science and a Master of Public Administration from Virginia Tech. She is a Virginia licensed ertified public accountant, a certified public finance officer and a certified government finance manager. She and her husband David have two daughters.

Matt joined Henrico County in May of 2022, after 20+ years of experience in private industry, most recently at a large national bank. He brings unique perspective along with a desire to serve his community.  Matt has served in a variety of roles including segment controller, accounting operations, and recently as a project manager for enterprise and finance technology initiatives.

Matt is an accredited Project Management Professional (PMP) and holds a Bachelor of Business Administration from James Madison University.

Outside of work Matt enjoys volunteering in his community with the Henrico Heroes program, serving on his HOA board of directors, and a variety of other local community initiatives and service projects.

Erin Kelley joined Henrico County in June of 2026, bringing more than twenty years of public service experience across the military, and state and federal government.

Prior to joining Henrico, Erin was at the U.S. Department of Energy, where she built financial infrastructure for the $25 billion Office of Clean Energy Demonstrations, and later oversaw project controls and financial management for a $2.5 billion portfolio within the Advanced Reactor Demonstration Program. She previously served as Executive Budget Manager for the Virginia Department of Behavioral Health and Developmental Services, and as a Program Examiner at the Office of Management and Budget, where she oversaw a $7 billion portfolio within the Department of Justice. Erin began her career with twelve years of service in the Virginia Army National Guard, including assignments to the National Guard Bureau, Iraq, and Afghanistan.

Erin earned a Bachelor of Science in Psychology from Virginia Commonwealth University and a Master of Public Administration from George Mason University. She is a Presidential Management Fellow alumna and a Certified Government Financial Manager. Outside of work, she enjoys spending her free time with family and neighbors.
